MPA invites applications for methanol bunkering licences

The Maritime and Port Authority of Singapore (MPA) has opened applications for licenses to supply methanol as a marine fuel in Singapore.

This follows the completion of Singapore’s methanol bunkering licensing framework and standards, which were shaped by insights from over 50 proposals submitted under MPA’s Expression of Interest (EOI) in December 2023, as well as methanol bunkering trials and operations conducted in Singapore since 2023.

Licensees must implement a comprehensive methanol bunkering supply system as bunker suppliers and craft operators. This includes securing methanol supply to Singapore, ensuring proper storage and safe handling, implementing quality assurance plans, and establishing emergency response measures.

They must also have the necessary manpower and expertise as well as own at least one IMO Type 2 chemical tanker, which are designed for transporting moderately hazardous chemicals, according to International Maritime Organization (IMO) standards.

During the licensing period, from 1 January 2026 to 31 December 2030, licensees must supply methanol as a marine bunker fuel in Singapore while meeting specified carbon intensity standards on a well-to-wake basis. They must demonstrate a transparent chain of custody to track emissions and comply with national and IMO regulations.

Additionally, they are expected to adopt mass flow meters, digital bunkering, and Singapore’s new methanol bunkering standards before operations begin. The MPA may also invite licensees to participate in methanol bunkering pilots and exercises in 2025.

The last date for submissions is 28 May 2025.

Earlier this month, MPA launched methanol bunkering standards to promote commercial-scale adoption of methanol as a marine fuel in the world’s largest bunkering hub.
